How to hire in Algeria in 2026: posting a job, ANEM formalities, contracts and the cost of a hire

Finding the right person in Algeria takes forever when you improvise. Here is the full method: channels, writing the ad, ANEM and CNAS formalities, choosing the contract, real cost, and a 10-day process.

You have a position to fill and one simple question: how do I quickly find a competent person, without legal mistakes and without blowing the budget? This guide is written for SME managers, HR leads and agencies: it covers the whole journey, from writing the ad to declaring the new employee.

Where to find candidates in 2026

No single channel is enough. Companies that hire well combine two or three sources depending on the profile.

ChannelWhich profilesWatch out for
Job boardsManagers, technicians, skilled staff, internsWrite a complete ad: it does the screening. Plan to answer every applicant.
Social networks (Facebook, LinkedIn)Sales, field trades, tech and creative profilesFacebook groups bring volume but little qualification; LinkedIn works for managers and rare profiles.
ANEM (local agency or Wassit)Workers, agents, first jobs, subsidised contractsFree and mandatory for the vacancy notification. Response times vary by agency.
Schools, universities, CFPARecent graduates, interns, final projects, apprenticesCareer fairs, internship agreements, thesis juries: the best candidates are spotted before graduation.
Recruitment agenciesExecutive roles, experts, large volumesHigh fees but time saved; check the agency’s placement licence.
Employee referralsAll profilesFast and reliable, but beware of sameness. A modest referral bonus is enough.

Writing a job ad that gets relevant applications

A job ad is not an internal job description: it is a message to someone comparing ten listings on their phone. Each element below cuts the number of off-target applications.

  1. 1

    An exact title

“Senior accountant”, “Site manager”, “Flutter mobile developer”. Avoid internal titles (“Finance pole collaborator”) and buzzwords nobody searches for.

  2. 2

The net salary, as a range

“DZD 70,000 – 90,000 net / month”. It is the most read and most filtered piece of information. An ad without salary attracts candidates whose expectations do not match, and you only find out at the interview.

  3. 3

    Five concrete missions

What the person will actually do in the first year: “monthly closings for two companies”, “follow-up of 3 sites in Blida”. Not a list of twenty duties.

  4. 4

    Three knock-out criteria at most

Degree, years of experience, an indispensable tool, driving licence, mobility. Everything else is “desirable”. The longer the list, the fewer good candidates dare to apply.

  5. 5

    The exact location and hours

Wilaya and commune (“Algiers · Rouiba, industrial zone”), on-site, hybrid or remote, hours, travel. A candidate living in Boumerdès wants to know at once whether they can commute.

  6. 6

The process and the response time

“Answer to every application within 5 working days, a phone interview then an on-site interview.” People apply more readily when they know what to expect.

ANEM formalities: what law 04-19 asks of you

Law No. 04-19 of 25 December 2004 on the placement of workers governs every hire in Algeria. Three obligations concern the employer directly:

  • Notify vacancies to the territorially competent employment agency (article 18). Notification is made at the local ANEM agency or online on the Wassit platform, or through a licensed private placement body.
  • Let the legal period run, during which the agency proposes registered candidates. Once it has elapsed, you freely hire the person of your choice.
  • Inform the agency of hires made (article 19), including when the person hired was not referred by ANEM.

Placement is free for the job seeker (article 6): no agency, firm or job site may charge a candidate. Private intermediaries must be licensed (private placement body) and have an agreement with ANEM.

Permanent or fixed-term? What law 90-11 says

Under Algerian law, the permanent contract (CDI) is the rule. The fixed-term contract (CDD) is possible only in the cases listed in article 12 of law 90-11 on labour relations, and a CDD concluded outside those cases is deemed a CDI.

QuestionPermanent (CDI)Fixed-term (CDD)
When?Any permanent positionWork tied to a non-renewable contract, replacement of an absent employee, periodic work, temporary increase in activity, seasonal activities
FormWritten recommended; without a written contract, it is presumed permanent (article 11)Written mandatory, with the reason and the duration
ProbationUp to 6 months; up to 12 months for highly qualified positions (article 18)Same rule, proportionate to the contract length
End of contractResignation, justified dismissal, retirement, mutual agreementAt the set term; early termination must be justified
Working time40 hours a week, 30 calendar days of annual leaveIdentical

The written contract must state at least: the parties, the position and classification, the workplace, the duration (and the reason for a CDD), probation, pay (base, bonuses, allowances) and working time. Write it in a language the employee understands, Arabic or French; both versions can coexist.

The real cost of a hire

Gross salary is only the start. For a position at DZD 60,000 gross, here is what the company pays out each month.

60 00015 6006 50082 400
  • Gross salary
  • Employer CNAS 26%
  • Social works 0.5%
  • Allowances
Employer cost of a DZD 60,000 gross salary: the salary itself, employer contributions and allowances.
Cost itemMonthly amountNote
Gross salaryDZD 60,000Of which 9% withheld for CNAS, plus IRG withheld at source: the employee receives about DZD 47,558 net
Employer CNAS contributions (26%)DZD 15,600Social insurance, work accidents, pension, unemployment
Social-works fund (0.5%)DZD 300FNPOS
Meal and transport allowancesDZD 5,000 – 8,000Exempt from contributions and IRG within the set limits; strongly expected by candidates
Monthly total≈ DZD 81,000 – 84,000Excluding 13th month, training, equipment and recruiting time

Rule of thumb: employer cost ≈ gross salary × 1.27, plus allowances and benefits. Conversely, to promise a candidate a net figure, work back to gross with the calculator in our salary guide before signing.

Hiring incentives

Several schemes reduce the cost of a hire, provided you go through ANEM and respect the formalities.

  • Rebate on the employer’s CNAS share (law 06-21 on employment-promotion measures) for hiring registered job seekers: the employer share is reduced for a set period, more so for a first job and in the Southern and High-Plateau wilayas. Exact rates and durations depend on the scheme in force: ask your CNAS agency.
  • ANEM subsidised contracts (integration of recent graduates and job seekers): part of the pay is covered for the duration of the contract, with a hiring commitment at the end.
  • Apprenticeship (vocational training): an apprentice under contract with a CFPA costs a fraction of an employee and learns your methods.

A 10-day hiring process

  1. 1

Day 0 — Posting and notification

Complete ad online, ANEM notification, sharing on your networks. Prepare the scoring grid: 5 criteria, rated 1 to 4.

  2. 2

Days 1 to 5 — Screening and answers

Read every application within 48 hours. Answer everyone, even negatively: your employer reputation is built here. Keep 5 to 8 profiles.

  3. 3

    Days 6 to 8 — Interviews

A 15-minute call to confirm the knock-out criteria and the salary, then a 45-minute interview with a practical case from the trade. Two interviews are enough for most positions.

  4. 4

    Day 9 — Written offer

Position, net and gross salary, bonuses, start date, probation, hours. Give 48 hours to think. Tell the other finalists once the answer is positive.

  5. 5

Day 10 — Contract and declarations

Contract signature, CNAS declaration (within 10 days of hiring), ANEM information, handing over the internal rules, opening accesses. Good onboarding starts on day one.

Seven mistakes that drive good candidates away

  1. Not displaying the salary. The best candidates do not apply “just to see”.
  2. Requiring 5 years of experience for a junior role, or a degree unrelated to the actual work.
  3. Never answering. An ignored candidate tells ten others.
  4. Multiplying interviews: beyond three, you lose people who already have a job.
  5. Asking for age, marital status or a photo at application time: these criteria have nothing to do with skills and expose the company.
  6. Copy-pasting an ad found elsewhere: candidates notice and doubt the seriousness of the position.
  7. Promising “a permanent contract after probation” without writing it: trust is built on paper.

Frequently asked questions

Can I hire someone ANEM did not refer to me?

Yes, once the vacancy has been notified and the legal period has elapsed. You must then inform the agency of the hire (law 04-19, article 19).

What is the maximum probation period?

Six months, extended to twelve for highly qualified positions (law 90-11, article 18). It must appear in the contract.

Must the contract be written in Arabic?

The law requires a written contract for a CDD and recommends it for a CDI, in a language the employee understands. In practice, many companies sign a bilingual Arabic-French version.

How much does an employee paid DZD 60,000 gross cost me?

About DZD 76,000 with employer contributions and the social-works fund, plus meal and transport allowances. Count DZD 81,000 to 84,000 a month all in, excluding the 13th month.

Can I post a job without stating the salary?

Nothing forbids it, but you will receive more off-target applications and lose profiles already in a job. On Chghol, the net salary is displayed on every job.

How do I verify a degree or experience?

Ask for originals or certified copies at hiring time, call the former employers given as references, and plan a practical case at the interview: it is the most reliable test.
