Created by the 2022 Finance Act and run by the National Employment Agency (ANEM), the unemployment allowance targets young people looking for a first job. It comes with social cover and follow-up: training, job offers, interviews. This guide explains who qualifies, how to register, and how to leave it the right way, with a job.

Who is eligible?

  • Be an Algerian national, aged 19 to 40.
  • Be a first-time job seeker: never held a declared job, nor run an activity (trade, self-employment, liberal profession).
  • Be registered with ANEM as a job seeker for at least 6 months.
  • Receive no income and not be enrolled in an education or training institution (save for the exceptions provided).
  • One beneficiary per household in some cases; exact conditions are set by implementing texts and may change: check on the ANEM platform.

Registration step by step

  1. 1

    Register with ANEM

At an agency or on the Wassit platform. You receive a job-seeker card. The 6-month clock starts then: register as soon as you finish your studies or military service.

  2. 2

    Prepare the documents

ID card, job-seeker card, degree or education level, proof of military-service status, CCP or bank account details, photo, and anything the platform requests (family record, certificate of non-affiliation to CNAS/CASNOS).

  3. 3

    Submit the application online

On ANEM’s dedicated platform (minha.anem.dz): create your account, fill in the form, upload the documents. Note your file number.

  4. 4

    Attend the interview

The agency summons you to check the file, your career plan and your skills. Bring originals.

  5. 5

    Track your file

Acceptance, request for documents or reasoned rejection are notified on the platform and by SMS. In case of rejection, an appeal is possible within the stated period.

What makes you lose the allowance

  • Refusing two job offers compatible with your profile proposed by ANEM.
  • Refusing or dropping a proposed training.
  • Not attending summons and periodic check-ins.
  • Starting an activity (declared job, self-employment, trade) without declaring it: the allowance stops automatically and sums unduly received may be reclaimed.
  • Making false statements: removal and prosecution.

Frequently asked questions

What is the unemployment allowance amount in 2026?

DZD 15,000 a month, with social cover, since the January 2024 increase. Check the amount in force on the ANEM platform.

Can I receive it after having already worked?

No: it is reserved for first-time job seekers who never held a declared job. Dismissed employees fall under CNAC unemployment insurance, subject to conditions.

Are students eligible?

No, not during studies. Register with ANEM as soon as you graduate to start the 6-month clock.

Is a degree required?

No. The allowance is open to all education levels; vocational training may be offered in addition.

What happens if I find a job?

The allowance stops on hiring. Declare it immediately: that is the scheme’s goal, and the employer may benefit from CNAS rebates for hiring you.

Can I combine the allowance with a small undeclared job?

No. Any paid activity ends the entitlement and exposes you to repaying sums received. Ask the employer to declare you instead: you gain social cover and pension rights.
