Retirement is prepared long before 60: every year declared to the CNAS is worth 2.5 % of pension, every month paid « in cash » is lost, and an incomplete file delays the first payment by months. This guide answers the questions Algerian employees ask: at what age can you leave, how many years do you need, how the Caisse nationale des retraites (CNR) computes the pension, which steps to take and which rights pass to your spouse and children. It covers employees insured with the CNAS; self-employed workers belong to a separate scheme run by the CASNOS.

At what age can you retire in Algeria?

Law 83-12 of 2 July 1983 on retirement, deeply amended by law 16-15 of 31 December 2016, sets the rules in force since 1 January 2017. The legal age is 60 (article 6). A woman employee may ask for her retirement from 55; she also gets a one-year reduction per child raised for at least nine years, up to three years, which allows leaving from 52. An employee who wants to keep working may, at their request, stay in the job until 65 (article 6 bis): in that case the employer cannot retire them compulsorily before the chosen date.

The 2016 reform abolished two widely used schemes: retirement without age condition after 32 years of work and proportional retirement from 50 with 20 years of contributions. Transitional measures ended in 2018; any application filed today falls under the rules below. One exception remains in the law: workers in highly arduous jobs may leave before 60, under conditions set by regulation (article 7). Early retirement for workforce reductions, created by legislative decree 94-10 of 26 May 1994 and funded by a dedicated 0.5 % contribution, is a separate scheme reserved for collective economic dismissals.

How many years of work do you need?

To qualify for a retirement pension, you must, when you leave, have worked for at least fifteen years, including seven years and six months for which contributions were actually paid. Years are counted in quarters validated on your career statement. With fewer than fifteen years but at least five years (20 quarters) of work, you are not entitled to a pension but to a retirement allowance, computed with the same logic and therefore much lower. Below five years, no retirement benefit is paid.

Several periods without pay are treated as periods of work and count towards retirement: military service, work stoppages compensated by the CNAS (sickness, maternity, work accident, occupational disease), compensated unemployment paid by the CNAC, and paid leave. On the other hand, years of study, undeclared work and jobs abroad not covered by a bilateral social-security agreement (Algeria has signed them with France, Belgium and Tunisia, among others) do not count. Hence the importance of re-reading your employee rights and demanding that every month worked is declared.

The cases opened by law 83-12 since the reform of 1 January 2017. Retirement without age condition and proportional retirement no longer exist.

How the CNR computes your pension

The calculation rests on two figures. The rate: 2.5 % per validated year, that is 37.5 % for fifteen years, 50 % for twenty years and the 80 % cap reached at thirty-two years; further years no longer raise the rate. The reference salary: the average of the monthly salaries subject to contributions over the last five years before leaving or, if more favourable, over the best five years of the career. It is the declared gross salary, including contributable bonuses and allowances, that counts: a salary paid half in cash gives a pension computed on half.

Two limits frame the result. The pension cannot be lower than 75 % of the SNMG, that is 15 000,00 DA a month with the current SNMG of 20 000,00 DA: if your calculation gives less, the CNR raises the pension to that minimum. Nor can it exceed fifteen times the SNMG, that is 300 000,00 DA. Where applicable, a supplement for a dependent spouse, whose amount is set and revalued by the CNR, and the annual revaluations decided by the government are added: in 2024, pensions were raised by 10 % to 15 % depending on their level, the lowest being raised the most.

Worked examples before supplements and revaluations, on the average gross salary subject to contributions over the last five or the best five years. The legal minimum is 75 % of the SNMG.

Since the reference salary is a gross figure, convert it with our guide to gross, net, SNMG and IRG to compare with what you take home today. The pension itself is subject to IRG above the exemption thresholds of the scale, but no longer to social-security contributions, which narrows the gap between gross and net received.

Who contributes, and how much?

Retirement is funded by the social-security contribution, whose overall rate is 34.5 % of the gross salary subject to contributions, split by executive decree 15-236 of 3 September 2015. The employee bears 9 %, withheld at source on the payslip, of which 6.75 % for the retirement branch and 0.25 % for early retirement. The employer bears 25 %, of which 10 % for retirement and 0.25 % for early retirement, plus 0.5 % for the social-works fund. Contributions are collected by the CNAS, which keeps your career statement, and transferred to the CNR, which settles and pays pensions. Check every year, in your CNAS online space or at the agency, that the year’s quarters appear on your statement: a missing declaration is far easier to fix at the time than at 59.

The steps, one by one

  1. 1

Two years before: check the career statement

Ask the CNAS for your career statement (or view it online) and compare it with your work certificates. Spot the missing periods: vanished employer, forgotten declaration, military service not recorded. Each missing quarter is claimed in writing from the employer concerned or from the CNAS agency, with your documents (payslips, work certificates, military service certificate).

  2. 2

One year before: gather the documents

Birth certificate extract, family record and marriage certificate, copy of your identity card, work certificates from all your employers with exact dates (law 90-11 obliges the employer to issue it at the end of every contract, see our guide on ending a contract and the work certificate), military service certificate, ID photos, a crossed cheque or a CCP or bank account certificate. For mothers: the children’s birth certificates.

  3. 3

Three months before: notify the employer and file

Inform your employer in writing of the chosen leaving date (or, if you want to continue past 60, ask them in writing for the extension provided by article 6 bis). Then file the application at the CNR agency of your wilaya of residence with the pension application form supplied by the fund; on leaving, the employer hands you a certificate of cessation of activity to attach. Keep the filing receipt.

  4. 4

    Follow the settlement

The CNR checks the periods with the CNAS, computes the pension and sends you a pension notification stating the rate, the reference salary and the amount. The first payment usually arrives within two to four months of filing a complete application, with back pay from the effective date; incomplete files or files with periods to reconstruct take longer. The cnr.dz website offers an online space and a mobile app to follow the file and download certificates.

  5. 5

    Appeal if needed

If a period is ignored or the calculation is wrong, first refer the matter to the CNR’s preliminary appeals committee, within the deadline printed on the notification, with your evidence. If rejected, the appeal continues before the wilaya committee and then the court competent for social-security disputes. The labour inspectorate can be called in for periods an employer refuses to regularise.

Survivor pension: the rights of the spouse and children

On the death of a retiree, or of an employee who met the length-of-service conditions, the pension passes to the dependants: the surviving spouse, minor children (or older if they are still studying or have a disability) and, under conditions, dependent parents. A spouse alone receives 75 % of the deceased’s pension; when several dependants exist, the pension is shared according to a scale set by law, the total not exceeding 90 %. The application is filed with the CNR with the death certificate, the family record and the dependants’ supporting documents; it is not automatic.

Two other situations are worth knowing. Retirement of the self-employed (traders, craftspeople, liberal professions, self-employed entrepreneurs) comes under the CASNOS, with its own rules, notably a leaving age of 65 and fifteen years of contributions: our guide to self-employed status covers registration. Combining a CNR pension with salaried employment is, in principle, incompatible under law 83-12; before taking a declared job after settlement, ask your CNR agency in writing about the consequences for your pension.

Frequently asked questions

Can you still retire before 60 in Algeria?

Since 1 January 2017, no, except in three cases: women, on request, from 55 (and up to three years earlier if they raised children), highly arduous jobs according to the list set by regulation, and early retirement in case of collective economic dismissal (legislative decree 94-10). Retirement without age condition after 32 years and proportional retirement at 50 were abolished by law 16-15.

How many years do you need for a full-rate pension?

The full rate of 80 % is reached with 32 validated years (2.5 % per year). Beyond 32 years the rate no longer rises, but the last years can lift your reference salary if they are better paid than the earlier ones.

What is the minimum retirement pension?

The law sets the minimum at 75 % of the SNMG. With the SNMG at 20 000,00 DA (decree 21-137), that is 15 000,00 DA a month, excluding the dependent-spouse supplement and later revaluations. The maximum is fifteen times the SNMG, that is 300 000,00 DA.

My employer did not declare me for several years: is it lost?

Not necessarily. Gather proof of the employment relationship (payslips, work certificate, transfers, witness statements) and refer the matter to the CNAS agency, which can recover the contributions from the employer, and to the labour inspectorate. The earlier you start, the better the chances: vanished or deregistered employers make reconstruction very difficult.

Does military service count towards retirement?

Yes. The period of military service is treated as a period of work and validated free of charge, on presentation of the certificate issued by the military authority. Remember to attach it to the file; it is often forgotten.

Can you work after retirement while drawing your pension?

Law 83-12 lays down the principle that a retirement pension is incompatible with salaried activity. Before taking a declared job, ask your CNR agency in writing for the position applicable to your situation, to avoid a suspension or a repayment demand.

How long does it take to receive the first pension?

With a complete file submitted three months before the leaving date, the first payment usually arrives within the following two to four months, with back pay from the effective date. An incomplete career statement is the first cause of delay: check it two years ahead.
